Who Helped?

It is simply not plausible that North Korea developed both nuclear weapons and intercontinental missiles in a bubble. Even if they focused the bulk of the country's elite resources they had to have help. 

Those who pivot to make an equivalence argument about how bad the US has been miss the point. The ROK is a truly dangerous risk to the world with cynics seeing a US destruction of millions of Koreans in a nuclear holocaust as likely having them come out on top. After all, the westerly winds have the fall out landing on America.
